This isn't really a deal, rather, an upgraded benefit for those who are Amazon Prime members.
Prime members have been offered access to Amazon Music for no additional charge for as long as I can remember. The catalog of available music was pretty good, but not all of what Amazon had available. To get the full catalog, you had to subscribe to Amazon Music Unlimited.
Now, however, the entire music library is being offered, free, to Prime members...with a bit of a caveat.
According to David Pierce, writing in The Verge, "All Prime members will be able to access the entire Amazon Music catalog, but not fully on demand; you can shuffle any artist, album, or playlist, Amazon says, but you can’t just select a song and hit play."
There are a few other restrictions of which to be aware, but, overall, this is a nice move by Amazon, opening up access to all its music for those who are Prime members.
